This happens with my boyfriend and I sometimes.. We have different schedules, so we want sex at different times. When my boyfriend wants sex and I don't - if we're in bed, he'll spoon behind me, so I can feel his hard penis against me. He'll kiss my neck on the sensitive spots or rub my nipples or the inside of my hip lightly. (any of those spots that automatically send tinglies through my body). Once the tinglies get going...even if I was really tired or warn out, I want sex now. Also, if we're not yet in bed, whispers in the ear are a nice way to rile me up. The ears are another sensitive area, so a nice breath against them can send chills.
During times where she doesn't want it (right away) extra foreplay is better, so you make sure you get her nice and wet, since she wasn't to start with.
Everyone is different, but I'm pretty sure everyone has something that turns them on/or some area that turns them on when touch. So, if you don't already know what turns your girlfriend on, figure it out, so you can use that to lure her in.
