Is it wrong for bartenders and waiters to write themselves in a tip after you pay with a credit card

So last night the first time I have gone out in over a year I order drinks four different times for me and a friend and paid with my credit card. The totals were 3.00, 6.00, 6.00, 6.00. So i know there is a section for gratuity but I work and go to school and support a child so my funds are limited and I am only 21, so i couldnt leave any tips this time and left that section blank and wrote the total at the bottom. HOWEVER this morning when I looked at my bank statement I see charges of 3.60, 9.00, 7.20, and 7.20. And I know i did not spend any other money other than at the bar. So it looks like some of the bartenders took the liberty into writing themselves in a tip and altering the total. So I think this is pretty much stealing because they were taking money out of my account without my permission. If gratuity was mandatory they would include it in the total, but they did not they had that section blank which meant it was optional. (so no dont say it was mandatory) so now i wonder what i should do? Should i email the manager? Who else thinks this was wrong? Why do people do this?
